1) How to identify a thief?
Typically, water shocks in the bathroom or kitchen are repetitive. In the case of a neighbor: strictly from 19:00 to 6 in the morning - when he returned from work. If the situation is cyclical, it means that the point is not in the washer (case 1), but in the machinations of a neighbor (case 2)

2) What to do next?
