Why is it so difficult to get social housing?
Buying a home in these difficult times is not easy. Unfortunately, the reality is that not every person and not every family can afford to buy an apartment. Of course offered #privileges and #mortgage credit lending, but even these conditions will not suit some categories of citizens. But for them #the state organizes #social programs one of which is provision of social housing.
Yes, it is possible to get an apartment from the state. To do this, you need to meet several criteria - to be a citizen of the Russian Federation, to live in the territory of one region for more than 5 years, not to have your own living space or need to improve conditions, have the status of a poor or a special privileged category (veterans, orphans from orphanages, military personnel etc.).
To get an apartment you need submit documents and to get in line. The line is not moving at the rate we would like, but it is still moving, and apartments are being issued.
But sometimes a person or family can meet all the necessary criteria, but they are denied queuing or there are other difficulties in obtaining social housing. More about them.
Cancellation of queuing will be received by the person who knowingly worsens their living conditions - registers other people in his living space or sells an apartment.
Person or family may be excluded from the waiting list for social housingif, in the process of advancing the queue, a living space was purchased that meets the standards and corresponds to the area standards. Checks are carried out annually.
Sometimes personal motives arise. Elderly people who, for example, live in a communal apartment, often refuse to receive housing. They spent their entire lives in their area, where all neighbors became closer than relatives. Elderly people do not agree to move, they remain in line, waiting for offers in their area.
Let me give you another difficult situation as an example. A family of three lives in a small one-room apartment - elderly parents and their adult child. The area of the apartment does not meet the standards, the family needs to improve their living conditions. The turn came. Offered social housing. Now all tenants of the apartment must agree to move. Parents refuse to move, insisting that the apartment be given to their child. But the state has allocated an apartment of 60 sq.m. It cannot give it to one person. The child needs to be provided with an apartment of the area that is lacking by the standards, it is 18-19 sq.m. Such apartments are not being built, so difficulties arise.
Another similar situation, where inconsistencies with the area occur. The construction of a house with social housing has been completed. All apartments are spacious, large area. But they can only be offered to families with a large number of people. And those on the waiting list who, in the calculations, do not fit this square, continue wait your turn.
Unfortunately, the queue moves slowly, and the number of situations in which it becomes difficult to obtain social housing is only increasing.
