Did you know that a hogweed is fined? From 2 to 700 thousand rub "for failure to take measures to protect land from harmful effects"
I read a comment in one blog:"Hogweed for the state is like oil, only you don't need to extract it!"This phrase very clearly reflects the situation in the Moscow region.
Yes, indeed, the hogweed has filled the territory of the Moscow region. It is dangerous for people, for many plants, and for the ecosystem in general. You can get rid of it only by common efforts. And, of course, I want to believe that the state authorities took care of the population of the Moscow region, making changes into article 4.17 of the Law of the City of Moscow dated November 21, 2007 No. 45 “The Code of the City of Moscow on Administrative Offenses”.
On July 27, 2020, Moscow Mayor Sergei Sobyanin signed this order stating that the owners of all land plots should actively fight against hogweed. In case of failure to take measures to remove the cow parsnip, the land owners will be fined:
- 2-5 thousand rubles for individuals,
- 20-50 thousand rubles for officials,
- 150-700 thousand rubles for legal entities.
This law until valid only on the territory of Moscow and the Moscow region.
In September of this year, employees of the land services decided to conduct a kind of "raid" and explored 697.4 thousand hectares of land in the Moscow region for the detection of hogweed. It turned out that, despite the order of the head, hogweed continues to grow quietly on almost 50% of the tested area.
As a result of these checks, a huge number of fines were issued for a total amount of more than 4,000,000 rubles.
I wonder where this money will be spent ?!
Do they use at least some of them for a real fight against hogweed on a "national scale"?
The city of Chekhov became the leader in fines. The amount of the administrative penalty was more than 1,000,000 rubles. Further, the places were distributed as follows:
- Mozhaisky district - 700,000 rubles.
- Dmitrovsky district - 450,000 rubles.
- Pushkinsky district - 450,000 rubles.
- Odintsovo district - 300,000 rubles.
But in two districts, Bogorodsky and Dmitrovsky, there were two owners of land with an area of 107 hectares with thickets of hogweed. The land is for agricultural purposes. The owners were fined 500,000 each! With a note: "for not taking measures to protect land from harmful effects."
