The procedure for checking metering devices will be changed
The new year starts with new rules. So practically at the very end of 2019, the Federal Law of December 27, 2019 No. 496-FZ "On Amendments to the Federal Law" On Ensuring the Uniformity of Measurements "was adopted.
Now, according to the above law, the only legally significant fact of calibrating meters will be an entry in the register of Rosstandart (Federal Information Fund for Unity measurements). And now the paper version of this certificate is subject to registration exclusively at the request of the client and will not be mandatory.
Now, according to the law, after verification carried out by an engineer of the metrological service directly with the consumer, he will be obliged to enter all the results of the performed checks.
So in the program, namely in the subsection "Information on the results of verification of measuring instruments" according to the serial number (entered in a special field) you can find out all the data about the measuring device, as well as when the next time you need it to believe.
Such electronic recording will allow to completely suppress the activities of illegal and dishonest ones. specialists who literally impose services for the verification of metering devices and even provide them with fictitious way.
With the full-fledged introduction of electronic fixation, fictitious "pieces of paper" (certificates of verification) issued for a nominal fee will simply lose their validity.
And the scammers will not be able to "breed" consumers in fact. After all, it will be enough to check your metering device in a single register (which will be absolutely freely available) and find out the date of the next check.
Mandatory electronic fixation will become only in the second half of September 2020. Such a delay is needed in order to settle all the technical issues of introducing the register and training metrological services employees to work with the program.
