Municipalities will look for illegal real estate: the law is pending in the State Duma

The problem with unregistered real estate
There are about 25 million unregistered properties in Russia, for which no one pays taxes. Among them there are also abandoned land plots. The state is making more and more efforts to identify such objects; Rosreestr even uses unmanned aerial vehicles for this. But it is still unclear who owns such objects - the registration authorities do not have information about their owners. Difficulties arise also in the event that it is required to withdraw such a site for the needs of the state and the municipality - for this procedure you need to know the owner, otherwise it is not clear to whom to pay compensation.
A big decision
The State Duma Council approved a bill that allows local governments to look for owners of unreported houses and land. The document will be considered at the spring session. The initiators of the bill decided that it would be easiest for the village administration to find out who lives in an unregistered house, or who lived there, what happened to him and whether he has any relatives.
Dissonance, but temporary
So far, the law does not oblige a citizen of Russia to register a house and land plot either under the Tax Code RF, nor under Federal Law 122-FZ "On state registration of rights to real estate and transactions with him. " The mandatory procedure for state registration of ownership of real estate in our country is not adopted, and until then, the supervisory authorities cannot punish the owners of real estate that are not put on cadastral registration. But this is "not yet adopted." As the consultant of the legal section says FORUMHOUSE Vasily Gutsev, we must not forget that in our country the rules of the game can change, and what is worse - they can change unpredictably.

By the way, the state registration of real estate in many cases protects the rights of the owner. So, if the site is not registered and the construction was completed before the adoption of the land code, the decision to demolish the house can be made even at the level of the village administration.
