I wanted to start building a house, but underground there are a lot of "surprises": 2 gas pipelines and someone else's sewage system
Own home has been an unrealizable desire since childhood. They say that if you really want it, it will definitely come true. What was my happiness when, at last, I was able to acquire a plot for building a house. I bought it expensive. But the investment, as it was then thought, was worth it.
Got a quiet, calm place. There is gas, electricity, central water supply and sewerage, cable internet, smooth, asphalt road. It was not clear how no one had ever used this gorgeous site.
As a result, my wife and I came to the conclusion that the former owner was selling the land too expensive, so there was no generous buyer. How far we were from the truth.
Neighbor
The permission to use the land for private housing construction was in hand. I called specialists to carry out a topographic survey of the site.
When the master got down to work, a neighbor came up and brought the first drop of tar into a spoonful of honey.
He told, smiling into his mustache, about the presence of underground
old metal structures. What was my indignation when my grandfather's predictions were confirmed. The workers put two gas pipes and someone else's sewage system on the topographic plan.
Unmarked underground gas pipeline! How is this possible? How were such serious engineering structures buried on the site intended for personal buildings?
Establishing the truth
Angry, nervous and agitated, I called the seller of the land. The merchant's phone was out of reach.
Then I went to the gas service, to deal with the legality of finding utilities in this area. The guys reacted quickly. The metal detector immediately discovered their location, the workers placed signs. No one explains what to do with them and who is to blame. The structures are already ancient, built there many years ago.
The head of the gas service recalls that he did not sign the project. Nobody gives an intelligible answer what kind of pipes they are, because it is very important. If they are low pressure, then you can shift, but with medium or high, no one will do anything, since this is a highway. As it turned out, metal structures that power other houses pass through this section, and they are owned by the gas company.
Have sewersBy the way, the owner was found. Imagine, he came to me and was crying. Explains that it was cheaper for him than pulling along the street. And just imagine, he offered to conclude an agreement in which we will write that he will pay me some penny sum so that I do not block his sewers.
Walking by authority
Gasmen do not see their fault in the problem. All services say that this is not our fault. It's not easy to figure it out. An acquaintance suggested going to court, because the owner was restricted in building a house.
They explained in architecture that a permit is not required to build a personal estate now, build, order a technical passport and register. Yeah, hit something, strike a match, and the territory of the big bang is marked.
Frustrated and depressed, I went to court with a lawsuit, in which I demanded that the gas company remove pipes from the land at its own expense. They are afraid that it will remain a security zone and I will not be able to use this piece of land in any way.
The court immediately warned that the dispute won't resolve quickly. And most likely, if the documentation of the gas company is in order, the transfer is possible only at my expense, and then if the owner agrees.
Despite good financial well-being, this painful issue has not been resolved in any way for more than a year.
