Kudrin to Putin: Russia lags behind the plan for gasification of regions

Gasification of the regions of the Russian Federation is lagging behind the planned plans and to date has been completed by only 15%. This statement was made by the head of the Accounts Chamber Alexei Kudrin at a meeting with the President. Since the beginning of the year, the Accounts Chamber has carried out a number of measures to assess the rate of gasification of the regions of the Russian Federation. According to Kudrin, the inspection of the Gazprom Mezhregiongaz holding was of a planned nature.

President's order

In June 2020, Vladimir Putin instructed the Cabinet of Ministers, Gazprom and regional leaders to supply gas to the country by 2030. The President pointed out: it is necessary to standardize the procedure, terms and methods of pricing for gasification works. And also Putin instructed those responsible for the development strategy of fuel and energy companies to more effectively coordinate actions to provide the domestic market with gas.

The reasons for the lag

After the report, the president asked Kudrin for what reasons the plans to gasify the regions of the Russian Federation were thwarted. The chief accountant of Russia said that at the moment the funding for these activities is significantly reduced. The reason: the high cost of gas, which in many cases exceeds the current tariff. Because of this, the gas supply began to bring losses.

Traditionally, the lack of funding was compensated by Gazprom using money received from exports. According to Kudrin, the company's export revenue fell and continues to maintain a negative trend. Due to the lack of funding, new risks are created in terms of the timing of the performance by contractors of their obligations.

And also the head of the department noted that there is no necessary synchronization in the interaction between the holding and regional departments. Some of the gasification works are carried out by Gazprom Mezhregiongaz, some are performed by the regional authorities. Municipalities are mainly responsible for intra-settlement gas lines. All these factors complicate the interaction of job producers.
