1) Wrote a letter to the fire department- that we do not have a common land plot with a neighbor, that we have a separate attic with a neighbor, and his electrical cable poses a threat to our property in the event of a breakdown.
2) Wrote a letter to the power grid and warned that I, as the owner of a part of the house and the owner of the land plot, prohibit the use of our property in the interests of third parties.
3) A letter to a neighbor. It is necessary to write one letter in triplicate. All letters are registered, with acknowledgment of receipt. By mail, as well as by e-mail, it is necessary to duplicate. It is also necessary to write to Rostekhnadzor, to the court. And both the neighbor and the power engineers will have problems.
It was like this: the cable was stretched over my roof 360, next to the pipe.
I went to the power engineers. They sent me away. I answered: "Well, okay, I went" and really that hour I went to the duty department of the Ministry of Internal Affairs, wrote a statement, described the danger, about the fact that the power engineers sent me, called the outfit, persuaded to make an inspection of the place incidents.

I will add. better not by registered mail, but by telegram with notification. It is not known what you put in the letter there, but the text of the telegram will be recorded on the telegraph. BUT, you need to take the printout of the telegram and the notice of receipt!
