Gazprom will not need permission to build inter-settlement gas pipelines

The new bill is to raise the category of the gas pipeline - for the construction or reconstruction of which it is not necessary to obtain a building permit. This is the proposal of Pavel Zavalny, head of the State Duma's energy committee, as well as a number of senators. The deputies believe that the measure will allow Gazprom to ease the costs of carrying gas in the regions (it is not yet clear how this will affect the end consumer).

"Field design"

The Civil Code states that if the working pressure in the gas pipeline does not exceed 0.6 MPa, then a permit for its construction is not required. This category includes gas pipelines of medium and low pressure. It also includes certain gas pipelines and high pressure - the second subcategory. The networks are used to supply gas in settlements - both for ordinary residents and for production facilities. And the new bill will raise the limit to 1.2 MPa. That is, gas pipelines with such pressure can be built without special permission. The approach is also called the "field design" method, bypassing administrative restrictions.

Don't waste time

The amendment will affect inter-settlement construction and industrial enterprises where high pressure gas is needed. According to the deputies, the bill will reduce the cost of work (construction and reconstruction of gas networks) and shorten their terms. Officials explain that the initiative is extremely important for those Russian facilities that are located in a harsh climate. Zavalny noted that gas companies will be able to legally engage in gasification of facilities in regions where it is possible - and not waste time and money on obtaining a permit for construction. That is, people don't have to wait too long.

The law will come into force 10 days after its official adoption. The bill has not yet been adopted.

At the end of September, a 5-year Sakhalin gasification program was adopted. The authorities promise that every inhabitant of the region will be able to connect to gas by 2025. 1,200 km of gas pipelines will be built and more than 26,000 homes supplied with gas. On October 6, a gasification program for Primorye was signed. 108 km of gas pipelines will be built here by 2025.

27 thousand residents of the Moscow region will be connected to gas

During the meeting of the government of the Moscow region, held on October 6, a new version of the governor's gasification program from Mosoblgaz was adopted (in operation since 2005). The criterion for the number of permanent residents for the inclusion of a settlement in the project has been reduced to 30 people (previously, 100 registered citizens were required). So until 2030, about 27 thousand more people living in the Moscow region will be able to connect to gas on preferential terms. As noted in the message of "Mosoblgaz", capital investments should not exceed 250 thousand rubles per one registered person.

According to Igor Baranov, the general director of the enterprise, more than 10 thousand citizens are involved in the region every year - ahead of schedule. He clarifies that a document must be sent to the Ministry of Energy of the Moscow Region confirming at least 30 permanently registered residents. And the settlement will be included in the gasification program.
