The cow parsnip was not removed - if you please pay: in the Moscow region fines for 4 million rubles were collected
In six districts of the Moscow region, land owners were fined more than four million rubles. The sums of 500 thousand rubles were collected from two farmers.
What are the fines for?
Administrative responsibility for hogweed has been introduced in the Moscow region since 2018: it is aggressive the plant has captured vast territories in the region and continues in the same spirit, destroying natural ecosystems.
It is possible to defeat a hogweed only by joint efforts, destroying it on all adjacent lands: municipal, private, federal. According to the law, the rights holders of the plots must fight the hogweed, and large fines are provided for not cutting it down.
As FORUMHOUSE warned, in September land controllers conducted a large-scale inspection of land plots in the Moscow region and checked 697.4 thousand hectares of land. It turned out that cow parsnip grew in half of the territories, and now the owners of these lands are preparing to pay for their inaction with hard currency:
- In Chekhov, fines were issued for 1.1 million rubles.
- In the Mozhaisky District, 700 thous. rubles.
- In Dmitrovsky for 450 thousand people rubles.
- In Pushkin for 450 thousand people rubles.
- In the Odintsovo district for 300 thousand people rubles.
In Klin, a large fine was issued to an individual - the owner of agricultural. land will pay 35,000 rubles.
In Bogorodsky and Dmitrovsky districts, the owners of 107 hectares of agricultural land were fined for half a million rubles each with the wording “for failure to take measures to protect land from harmful impact ".
What happens if you don't pay the fine?
For all violators, there is a deadline in which they must remove the hogweed from their plots.
FORUMHOUSE consultant under the nickname Dremlin:
"Penalty for non-payment of the fine: first in a single, then in a double amount, then ..."
On FORUMHOUSE there are many stories about neighbors who refuse to fight the cow parsnip: “I will not deal with the plot, I'm just waiting for the land to rise in price in order to sell it profitably ", and the plant climbs through the chain-link to others plots.
FORUMHOUSE user hanter:
“We had a surge of activity in connection with the hogweed, they announced that the owners would be fined, and in the administration of the settlement and the district was drawn by a string of pensioners: we are old, sick, we cannot mow, to the plots we go once a year. When asked about the thickets of the cow parsnip, they answered honestly: I really don't care... "
Therefore, the struggle of the state against "this infection" seems to us completely fair, and the amount of fines is reasonable.
