Disputes and fences: what do Russians think of neighbors in the country

According to the survey, 65% of Russian residents are afraid of being robbed by their neighbors. This is the opinion of one of the Moscow security agencies - based on a survey of 1,600 Russians who live in private houses permanently or use a summer cottage during the warm season.

Problem

Residents are worried that in their absence neighbors may enter the site and commit illegal actions. In particular, they fear for the safety of property: garden and construction equipment, crops.

At the same time, more than a third of the respondents (31%) irritate the neighboring fences, and almost half of the respondents (49%) do not see any other way out - they are sure that they cannot do without a reliable fence. The presence of a fence helps to define the boundaries of your land, ensure privacy and give the site a well-kept look. Iron doors and bars on the windows, as found by the authors of the survey, are also necessary for 53% of survey participants.

Will the fence help?

More than 60% of respondents are convinced that without a fence, the crime rate will increase several times. And 22% of Russians surveyed believe that besides fences, there are other methods of protection (video surveillance, motion sensors, etc.). And if you replace the fence with a hedge? Only 13% are willing to consider alternative solutions.

What if a neighbor erected a tall fence?

High, impenetrable fences shade the area, which adversely affects the plants. And if your neighbor built a concrete fence, and subsequently the plantings suffered due to insufficient lighting, you can contact the chairman of the garden partnership or the district police officer. And even to court - so that the fence was demolished. This is what the officials advise.

But in practice, everything is not so easy, conflicts are coming. After all, a person spent money and time to fence off his land plot. The new law on neighbor relations promises a more adequate settlement of conflicts between neighbors. But the project will be adopted no earlier than 2021.

What kind of fence is allowed?

In SNT, you can build fences from 1.2 to 1.8 meters high. And certainly - mesh. If a blind wall is needed, then this is discussed with the neighbors and the board of the partnership. A written agreement is drawn up. In settlements, on lands under individual housing construction, fences with a height of more than 3 meters are usually prohibited. The norm is set by the administration of the municipality, so the charters may vary. To find out the rules in your particular locality, you must send a written request to the municipality. They promise to respond within 30 business days. Dilapidated fences in emergency condition are also not allowed.

According to the survey, 91% of respondents have built a fence, and the vast majority (80%) have a height of one and a half to 3 meters. And for 2%, the fence exceeds the permitted mark. And 8% believe that they cannot imagine Russian settlements without traditional fences.
