An experimental service was launched by the Federal Cadastral Chamber. The offer includes the professional preparation of expert opinions on the safety of the planned real estate transaction. For example, a person wants to buy a house and is afraid of hidden information about a building and a site. And the new service will allow you to collect all the data about the object of interest. This is an expert assessment of the security of a real estate transaction - a pilot project of the department.

How it will work

When ordering an information certificate, a potential buyer will get acquainted with the information from the statements provided by the Federal Information Address System (FIAS), the Unified State Register of Real Estate (USRN) on the property and on the transfer of rights, a public cadastral map, as well as certificates from other resources.

The conclusion includes 4 sections with information about arrests, any encumbrances, availability of a mortgage loan, collateral. If once the property of interest was subject to seizure, the information will be in the package of documents. The customer will receive a graphic representation of the object on the map and all recommendations for the transaction.

And it will also include the final resolution, namely the comments of the experts. Expert opinions will be based on the rules of use and protection, regulations, etc. For example, this way you can find out if a building is located within the boundaries of a zone with special conditions for the use of the territory and get an explanation.

It happens, they clarify in the department, when half of the land plot enters the security zone of gas distribution networks, and the buyer does not fully understand what this means. But it is on this part of the land that housing cannot be built.

Already tested in two regions

So far, the new service of the Cadastral Chamber is available only in the branches of the department in the Astrakhan Region and Stavropol Territory. The offer has been developed for both individuals and legal entities. Here you can get information about land plots intended for the construction of residential (individual) house, garage, for running private household plots, gardening, truck farming for construction or gardening. In the future, it is planned to expand this list to include other types of real estate.

As Vyacheslav Spirenkov, head of the Federal Cadastral Chamber, noted, the pilot project is aimed at the safety of citizens. A person learns all the features of real estate before the transaction - “on the shore”. A potential buyer will be able to see the complete picture and make the right investment decision.

Service cost

This service, in the regions where it is introduced, costs:

• in the electronic version - 290 rubles (3 working days);
• conclusion on paper - 460 rubles (done up to 5 working days).
