For advice on the Internet on "twisting" the meters will now be punished with fines

Electricity, gas and water bills rise in winter. This is especially felt by the owners of country houses with large areas that have to be heated. This situation is used by numerous advisers on the Internet, offering information and services to "optimize" the operation of metering devices. How it turned out - read on.

Problem

On the Internet, there are widespread "popular" technologies for rolling meters, which are actively used by unscrupulous citizens. They illegally interfere with the operation of metering devices, thereby causing damage to power sales and other companies in the housing and communal services sector. Conscientious consumers also suffer from this. The latter, by the way, against their will, pay for the unaccounted volume of the resource for persons who, by interfering with the work of the counters, have underestimated the indicators.

There was no direct prohibition on this kind of advertising in our legislation. Today, the fight against this phenomenon is carried out in only one way: the Federal Service for Supervision in the Field of Communications blocks such sites, but this happens only by a court decision. This measure is ineffective, since the procedure takes time and for one blocked site, five new sites appear. Efficiency and, as a result, efficiency are extremely low.

Decision

The parliamentarians proposed to amend the seventh article of the law "On Advertising". The amendment reads: "Prevent advertising information about the ways and methods of distorting the functioning of metering devices". Legislators are confident that the issue should be resolved at the federal level.

The document was adopted in March this year at the preliminary reading and in November at the main one. Now it will be forbidden to distribute advertising of resources telling how to underestimate the data of devices accounting, twist or "charge" the meter, buy magnets and other devices for incorrect operation devices. Fines for distributing advertising of this kind: 2000–2500 rubles to individuals; up to 500,000 rubles for organizations.
