The law on microgeneration came into force, now everyone can sell the surplus, but they will not be able to make money on it

Today I want to tell you about the Decree of the Government of the Russian Federation of 03/02/2021 under number 299, according to which now almost every owner of a solar or wind farm will have the opportunity to sell surplus generation in the general network. In this article I will talk about the features and subtleties of the regulation.

Green energy - why is it needed at all

To begin with, I would like to say a few words about why green energy is generally needed. So, the main driver of green energy development is the reduction of the so-called carbon footprint of our civilization. To put it simply, in developed countries they were worried about environmental pollution and decided to leave at least something to future generations.

Therefore, international conventions were adopted, according to which a significant reduction in emissions should occur by 2050. greenhouse gases, since a huge amount of emissions occurs at coal-fired power plants, and to close them, alternative sources. So they became solar stations, wind stations, etc.

Russia does not want to lag behind global trends and is also developing its green direction. So one of the directions of development is to stimulate private microgeneration.

Well, now I will tell you about the law succinctly and to the point.

Main theses of the new law

So, in short, here are the main theses of the law:

• You have the right to sell the electricity generated by your solar (wind) plant at the same price that you buy from the sales, but in a limited amount. All that is on top for about two rubles
• Both individuals and legal entities can exercise the right to sell.
• At the same time, ordinary individuals are completely exempt from income tax when selling surplus electricity.

• In order to start selling electricity, you will need to conclude a new contract for technical connection to the grid of your solar power plant (wind farm). At the same time, the procedure does not differ from the usual one and costs 550 rubles for ordinary citizens.
• At the same time, both the owners personally and their legal representatives can act as sellers of electricity.
• Technical connection of microgeneration is possible only in distribution networks up to 1000 V.

• The power of the connected generation can vary from 15 to 150 kW per one connection object.
• Residents of apartment buildings can create micro-generation for their home, but they will not be able to sell the surplus to the network. Cooperatives, horticultural and vegetable gardening non-profit partnerships will be capable of this. In this case, the maximum power from each participant in the partnership cannot exceed 15 kW.
• Solar and wind farms can be placed on the roofs of outbuildings and garages.

Is it profitable to install solar panels now?

Undoubtedly, this bill is an important and correct step for the development of micro-generation in the Russian Federation. Only he will not make solar stations a profitable investment overnight.

It is enough to arm yourself with a calculator and make a few calculations that will show that selling extra kilowatts to the network will only slightly reduce the payback of the installation.

I will not load you with numbers, I will only say that the payback period of the installation of a solar station in the Stavropol Territory of 15 kW without selling surplus was 22 years (this is in ideal conditions, without replacing converters, batteries and solar panels). And with the sale of surplus to the network, this period was 19.5 years.

So far, the cost of electricity is relatively low in Russia (if we compare it with the same Germany). Installation of solar panels is beneficial only if there is no way to connect to the general network.

So to build a business on the creation of private solar stations, you will hardly succeed, but if as you already have, then the law gives a real opportunity to reduce the cost of maintenance and a little save money.
