The initiative to introduce a progressive scale of energy tariffs in Russia was not supported
Just the other day, the Union of Consumers of Russia made an appeal to Prime Minister Mikhail Mishustin, in which it was proposed to make the transition to mandatory progressive tariffication of consumed electricity for ordinary citizens, according to which consumption in excess of a certain norm will be paid for at inflated prices. This became known to the journalists of the newspaper "Izvestia".
What the Consumer Union proposed
So, according to the initiative of the Consumer Union, the threshold value, after which an increased fee would be charged, was proposed at the level of 100 kW per person per month and another 50 kW for each subsequent member families. And if an electric stove is used in the house, then it is proposed to increase these norms by 1.5 times.
At the same time, it was also proposed to the local authorities to make adjustments to the consumption rate.
So, as conceived by the authors, this initiative should contribute to solving the problem of cross-subsidization in the electric power industry, as a result of which low tariffs for the population are compensated by increased payments for electricity for business.
What did the Ministry of Energy answer
So the head of department N. Shulginov and said that the Energy Ministry is not even considering an initiative to apply a progressive scale of energy tariffs.
Another attempt to introduce a norm and its consequences
The initiative itself to introduce the so-called social norm is not new and has already been tested as a pilot project in several regions of the Russian Federation. But this practice was not extended to the entire territory of the country, and there were good reasons for that.
It also raises a big question: What about those consumers who are heated by electricity and on average during the cold period their consumption exceeds 1000 kW per month?
