She substantiates her demands with the smell of manure; flies that supposedly appeared from our compost; and the danger of contaminating drinking water. According to her, bacteria can enter the well and the water will become unusable. She is going to go to the sanitary and epidemiological station, the administration and write a statement to the police. Are these empty threats or can she really complain about us to any authorities and bring the case to court and a fine? And what now, keep manure and compost in the middle of the plot? As far as I remember, they always kept humus and manure near the fences, but here they give me my rights! "
Answer
A neighbor has the right to complain to the appropriate authorities, and if the permissible distance from the compost heap to the well is really violated, then you will be issued a fine and issued a prescription. The minimum distance between the composting device and the well, which is the source of drinking water, is 8 meters. This is spelled out in the GPZU and SNiP 30-02-97 "Planning and development of territories of horticultural associations of citizens, buildings and structures." Violation of this distance is fraught with the ingress of pathogenic bacteria into the drinking water through the groundwater.
In addition, the compost should be covered to minimize the spread of unpleasant odors and not be a habitat for flies and their larvae. If your compost is humus of grass and leaves, then this is one thing and the neighbors would hardly pay attention to it. But if you are adding food waste or bird droppings to the compost, then this is really a source of problems.
Our advice: move the compost to another place, even if it is within a reasonable distance from the well; cover it to prevent unpleasant odors from spreading; respect your neighbors and do not quarrel over trifles.
