Who gets in the way of the cellars in the city near a multi-storey building? Are the cellars legal and how to clean them
Arriving in any city in Russia near Soviet brick or panel apartment buildings, you can see such a picture.
All free space is occupied by cellars. You look out of the window and see a "beautiful view" of hatches with pipes from the cellars.
In the Soviet years, it was allowed to make such cellars. More precisely, it was not forbidden. People had summer cottages, planted potatoes, made 100 cans of pickles, preserves, and other preparations. It was believed that these were wealthy people.
We are no longer in the USSR, and we cannot get rid of the "remnants" of the past. I'm not just talking about cellars near high-rise buildings. Fences with rhombuses still stand, enclosing unsightly places or businesses. Almost everyone still has appliances from the USSR in their kitchens: a meat grinder, a garlic press, a waffle iron, a hazelnut maker, a Miracle oven, a boiler, a dumpling maker, etc. We think so, if these devices are still intact and useful, then why get rid of them.
Back to the cellars. Some of them are no longer used. But they are not going to fall asleep. They keep it just like that "in reserve". There are cellars that have been filled up with earth. Utility workers fall asleep.
It would seem that cellars are not relevant now. However, no one is in a hurry to abandon them. Are cellars legal now and can the administration, housing department or the court force them put away?
Imagine how much parking space would be free. Everything in our yard is packed with cars. There is no place to park on a weekday. Therefore, you have to rent a garage a few meters from the house. Why don't our authorities want to resolve this issue and leave emergency cellars? Why not make an asphalt convenient parking and plant trees that are not tall instead of poplars? This is not clear to me.
According to the law, cellars and other buildings on a high-rise building site must be agreed with all owners. It is done this way: they hold a general meeting and decide by voting. If most of the owners said no, then the use of the cellar is unauthorized. Almost all vegetable stores in the city are illegal.
Owners who are not satisfied with the cellars can go to court or to the housing department. Why is no one doing this now? Because they do not want to mess with (waste time) or while the cellars do not bother anyone.
Are you in favor of removing the cellars from the city? Or is it convenient for you to store potatoes, blanks there? I would like to know the general opinion.
