Regions were given the right to independently change electricity tariffs

The Government decided to launch the reform of electricity tariffs for the population, and the first step was given the right to the regions to independently determine the volume of the so-called concessional consumption.

And those households that will not fit into a certain standard will be forced to pay for electricity at the so-called increased tariff.

What regions can now do with electricity tariffs

So, having made amendments to the Government Decree No. 1178 (which have already been published on the portal pravo.gov.ru), the authorities gave the regions the right to use the differentiation of electricity tariffs for ordinary households, depending on the amount of energy consumed.

And now any subject of the Russian Federation has the right to independently establish the so-called basic level of consumption, which will be paid by the population at a reduced rate.

Of course, electricity tariffs (and other utility tariffs) are an extremely sensitive issue, and it is important to understand what this base volume will be in a particular region.

So, to calculate this level when calculating the tariff scale, the regions will be required to rely on a special "manual" of the Federal Antimonopoly Service (Federal Antimonopoly Service), which is currently being formed and should be fully prepared in the next couple months.

What was the reason for such changes

Such a reform has been brewing for a very long time. So back in 2018, a proposal was put forward to fix the so-called social norm at the level of 300 kWh for one household. Above this level, electricity was paid at an increased tariff, and consumption above 500 kW * h would be paid at economically justified prices.

But in the end, it was decided to abandon the reform at that time. Time passed, and a large number of complaints from power engineers began to arrive, which in private households and apartments home "mining farms" began to appear in large numbers, which significantly increase the load on networks.

In fact, their use is a commercial activity, and the electricity they consume is paid for at the household rate.

It got to the point that the governor of the Irkutsk region I. Kobzev drew attention to the rapid development of such farms in the region (in this region, the tariff for the population is only 0.86 rubles per 1 kWh, although the average tariff in Russia is 4.25 rubles.)

This was the reason for making a decision in favor of transforming the tariff scale. According to the FAS, now the regions have the opportunity to suppress such abuses by ordinary consumers by introducing a base tariff and increasing the rate above the specified limit.

Well, despite the assurances of experts that this innovation will not lead to the fact that our wallets will lose more weight every month when paying bills, but it is better to wait for specific numbers (and when the training manual is finally completed) and even then everything is calm count.
