Repair and construction: the Russians, or guest workers?

We, like the overwhelming majority of our partners and colleagues in the industry, in the past few years, concerned about the issue of migrant workers in the repair and construction. Let us describe his point of view on this issue, and then discuss it in the comments and see if it is correct ???

So, now, in our opinion, the attempts of the Federal Migration Service and other services, standing on monitoring the activities of migrant workers, to put it mildly, tend to zero. What we have as a result:

• just an insane amount of "experts" who take on any job, and, in principle, for any money offered by the customer. Naturally, in this case - on the reliability and durability of the question: the only question is, to perform the work / perform partially / not perform, but to get at least some money. Warranty does not even have sense to speak, because after work, as a rule, "experts" are dissolved in a large army of his countrymen.
• At the same time, given the situation, the market is crazy dumping, due that migrants only need to perform / partially do the job, you go and send money home. They do not pay taxes, do not include children who do not pay utilities in full... In other words, their expenses are clearly optimized and, when the season ends, most of them going home.

• probably all know that a lot of work have to redo later, but easier does not become - a customer overcharged for the work, at least 2 times, but there are fans of Russian folk entertainment - dancing on the rake: These are overpaid for 3 and more. And why? Because the people doing the work, not only do not know the regulatory framework and its requirements, so often also a poor knowledge of Russian language.
• from the point of view of the economy in a global sense: just fantastic money flows not infused into our economy and welfare, and stupidly output abroad. Who is at hand? Corrupt law enforcement bodies? Maybe. But what if we need these bodies?

Generally, of course, finished off Article newspaper "Izvestia"... Guys, we have that exciting? Can you give a country a normal country, where purely theoretically can be such situation? Of course, I do not mean highly qualified specialists - there are no questions, be it Russian, Tajik, Uzbek, Kyrgyz, English, or French - is not important, the main thing that he was their knowledge, skills, etc., can benefit the country where the works, according to its laws and its favor... And here? 8-/

What can be done?

If not for all concerned, who do not care with a high bell tower at 140 million. a person who, apart from their own pockets are no other priorities (of patriotism I absolutely silent), the answers I think are obvious:

1. strict visa regime with all Asian countries, due to the fact that the greatest and not controlled by the flow of migrants, talking of them. Filter out only by specialists, capable to bring real benefits to the country and society, and that means education, experience and perfect knowledge of the language, our traditions and laws;
2. 100% responsibility, including criminal, the host country - that was responsible not only for invitation, but also for being, and above all for the departure of the foreign citizen, after the execution of his or her employment commitments;
3. software coming social housing, such as "ghetto" (to work well come), medical and other assistance that can ensure the implementation of labor obligations.

Something like that... I repeat - this is my personal opinion and if I'm somewhere wrong, let's discuss in the comments. Perhaps there are other ways to solve the problem???
