Can gas be sold to neighbors?
A fairly common thing when gas is not introduced into all gardening or a village at once, but only into the part that is closest to the main gas pipeline.
In such cases, the richest members of the gardening business often "smart" and conduct gas only for themselves and sign an agreement with GorGaz that they will serve a piece of the pipe independently and at their own expense.
This agreement, coupled with technical documentation, gives them the right to sell gas to neighbors. In this case, the owner determines three things:
- gas price per cubic meter (buys a meter, seals and monitors the readings);
- the price of connecting to the gas pipeline (our gas pipeline is not public, but privately owned);
- annual / monthly maintenance cost (This money will go to pay for the work of gas workers who inspect private gas pipelines).
By the way, the cost of an annual inspection of a private gas pipeline is rather big - from 8 to 14 thousand rubles, depending on the region and the length of the section. The cheapest rates are in the Moscow region.
What cannot the owner of a gas pipeline?
If you have entered into an agreement with your neighbor for the supply of gas to them, then:
- he cannot cut off the gas for you, unless you have a non-payment;
- take away or dismantle your pipe section (your pipe will not be privately owned, but owned by GorGaz);
- unreasonably limit the amount of gas allocated to you;
Results.
As you can see, the law is on the side of those who decide to buy gas "from a neighbor." And the owners of a piece of gas pipe themselves bear a heavy burden - they pay for maintenance and diagnostics of the gas pipeline and meters.
