Citizens must belong to the poor or to one of the privileged categories. There are a lot of people claiming free living space. The queue does not always move in order. In addition to those people who expect to receive living space on general terms, there are extraordinary and priority.

Extraordinary citizens are citizens who have the right to receive free housing out of turn, that is, before everyone else and without a long wait. Who can become an extraordinary person:

• Citizens whose homes were destroyed in emergency situations.
• Children who graduated from the orphanage when they reach the age of 18. Or orphans under guardianship at the age of 18.
• Specialists in certain fields who have arrived in a remote region of the country.
• Judges, prosecutors, within 6 months after receiving office.
• People with disabilities who have undergone long-term treatment in an inpatient hospital and need housing.

The priority categories include the following categories of Russian citizens:

• Veterans with a group of disabilities participating in hostilities.
• Disabled people of groups 1 and 2 who received it congenital or as a result of serious diseases.
• Wives of participants in military operations, killed or missing.
• Heroes of the Russian Federation and the USSR, Heroes of Labor, having the Order of Glory, Labor Glory.
• Single mothers, heroine mothers.
• Poor families with many children.
• Teachers, educators, medical workers, rescuers and other public sector employees required in remote regions.
• Military, police and customs officials.
• Citizens affected by political and economic repression.

The list of categories of citizens entitled to receive or improve housing for free may differ in each region.

Sometimes it happens that a person can be lowered down in turn. This usually happens as a disciplinary punishment for violation of labor discipline or hooliganism. This happens only with the approval of the administration or the trade union. The reasons may vary. But! They can drop lower in the queue only for very good reasons. At the same time, no one has the right to remove a person in need from the queue.
