Is it possible to register in SNT (gardening) and how to do it?
Every year more and more people move from the city center to private homes. Some of them build housing in their country or garden plots. Previously, garden plots could only be used for horticulture and vegetable growing. Even if a house was being built there, the law did not permit registration in it. The situation has changed since 2019.
Now SNT are horticultural non-profit partnerships that have combined garden and summer cottages into one category. On the plots it is allowed to engage in agriculture, gardening and horticulture, you can build houses for temporary and permanent residence. Buildings can be both permanent and temporary. Since 2019, it has become possible to register in houses located on sites in SNT. But registration is not allowed in all buildings.
To register, the following conditions must be met:
- The site and the buildings erected on it must be registered as property.
- When registering, a citizen should not have a residence permit at another address.
- The building in which the registration will be made must be recognized as residential property. It must meet all safety requirements, be comfortable for year-round living.
The main problem that can interfere with registration, usually arises when assigning a building the status of residential property. A commission comes to the object, which carefully examines the housing for compliance with standards. The house must be a permanent structure with a foundation. Measurements of walls, ceiling heights and the building itself, analysis of the quality and reliability of the foundation are made. The house must be safe for living and movement in it.
After assigning the status of a residential building to the house, you can proceed to submitting documents for registration with SNT. Let me remind you once again that you must have a document confirming ownership of the house and land, and you must not have a registration at a different address.
To register with SNT, you need to apply to the MFC or the Federal Migration Service. You will need to attach to the application the following package of documents:
- Identity document (passport),
- A document confirming the ownership (extract from the Unified State Register),
- Approved permission for registration of registration from administrative authorities,
- Home Book.
