What is housing stock?
In conversations about real estate, there are often concepts - housing stock, residential purpose of a house. Although these words look like synonyms, they carry different meanings. Residential or housing stock is a completely different concept. This is a set of living space located on the territory of Russia. Housing stock includes not only private houses and apartments, this concept includes any areas that can be used as permanent or temporary residence of people. For example, hotels and hotels, orphanages and nursing homes, summer cottages and mobile homes and much more. Housing objects can belong to both individuals - citizens of the Russian Federation, and legal entities, cooperatives, municipalities, the state.
According to the RF LC, housing facilities are classified into two types:
1. Based on the form of ownership:
- Private housing stock. This category includes all premises intended for temporary and permanent residence of people, belonging to legal entities and individuals. These include residential buildings and apartments, summer cottages, hotel rooms, hotels, sanatoriums, etc. Private housing facilities can be privatized, bought, built without permission, or acquired by any means that do not contradict the laws of the Russian Federation. The owners may be individuals, legal entities, cooperatives, public organizations, etc.
- Municipal housing stock. This category includes premises intended for permanent or temporary residence of people and which are municipal property. The owners are cities and rural settlements, as well as regional centers.
- State housing stock. This category includes residential areas intended for temporary and permanent residence of people. The owners of these areas are the state or regions of the Russian Federation.
2. Based on the intended purpose:
- Social housing stock. The owners of social housing facilities can be either the state or municipalities, as well as legal entities and individuals. The bottom line is that only those living spaces that are used as temporary housing under a social tenancy agreement can be classified as social housing stock, and their cost is below the market price.
- Specialized housing stock. This category includes residential areas for special purposes. These are living space for social needs, assistance and social services. Services. For example, a shelter for refugees and displaced persons, orphanages, service apartments, etc. Typically, they are owned by the state or municipalities.
