Pensioner fined for other people's electricity debts

For several days now, our family has been under the impression of an almost detective story about how a law-abiding pensioner can suffer.

She called us a couple of weeks ago, one of our elderly relative, Baba Nyura, and with tears in her voice asked for help to figure out why her pension was cut. In early October, they brought in a long-awaited pension, but much less than usual. The old woman missed 6500 rubles. We promised to help and decided to start dealing with the pension fund.

The wife called this organization, which is surprising, quickly got through. The operator was friendly and, after listening to the problem, brought up the October payment data. It turned out that this money was withheld from the women of Nyura by a court order against the debt of Gorelectroset.

But the old woman regularly pays all utility bills every month, including electricity, and has not received any court order.

But there is one caveat. Baba Nyura lives in a private house for two owners. And this house is in shared ownership in equal shares between the old woman and her neighbor.

Only here's the trouble. The neighbor does not work anywhere, he drinks most of the time and he really has a debt. It was this debt that the Gorelectroset decided to recover from Nyura's woman.

This news shocked the elderly woman. Yes, they have one personal account for a neighbor. But on its half there is a control counter, though not registered. According to it, Baba Nyura pays for the electricity she uses. She couldn't understand why she should pay debts for a stranger. Of course, as best we could, we tried to calm the old woman down, but my grandmother still came down with high blood pressure.

To find out everything to the end, I went to Gorelektroset, as it was unrealistic to get through to them. After standing in line, I told the operator the sadness of Baba Nyura, to which the extremely irritated girl told that if the house is in shared ownership, then all the equity holders are responsible for the debts:"And in general, we charge from whom we can". When I tried to find out the number of the court order, they refused me, they sent me to the bailiffs. And if Baba Nyura wants to get her money back, then let him sue a neighbor, from whom even the Gorelectroset cannot take anything.

Then I decided to find out if the Gorelektroset could conduct the light to Baba Nure separately so that she could pay for electricity through her personal account? To which the same employee replied that if the house is in shares, then they cannot share the electricity.

This is all strange to me. The house is in fact already divided, each has its own separate entrance, owners pay for other utilities separately, independently of each other.

Why it is also impossible to dissolve electricity, especially since in fact each half has its own meter.
