But there are tons of people who would like to disguise their homes without registering them in order to avoid these costs. I agree that this is tax evasion, but there is no logic in paying them on your property. The state has not helped in any way in your construction, and is still trying to make money on it. This is just an opinion.
Once I heard about the "horror story" that they will conduct a trial compulsory registration of unregistered buildings. For this, satellite images will be compared with the cadastral plan of the earth. And where the buildings were not registered, the area of the building will be calculated based on the roof area and the tax will be charged.
They also promised to do this with drones and quadrocopters. It was expected that by 2020. this method will register all unregistered houses. I don’t know how in the European part of the country, but in the Siberian regions the Federal Tax Service does not have the opportunity to do this. Maybe they will, but as a show trial. Although, will such actions comply with Federal Law 217?

Some kind of structure can be disguised as a masonry of firewood or a lumber warehouse. But the wood will rot. And such a disguise will not last long.
House underground, bunker. You won't build one like this, will you? It is expensive and the lack of sunlight is uncomfortable.
An option to bury a one-story house has previously reliably waterproofed the walls and flat roof. And open the entrance and windows from the entrance (entrance to the site). But there is one but - from a drone camera or from satellite images, this may not help - they shoot at an angle to the surface and your entrance can get into the frame. But from the ground it is quite a disguise.
You can buy a plot on the side of the mountain and build a house inside. We'll have to monolith the vaults and erect columns. Make a project with load calculations and install forced ventilation. Plant large trees around the entrance at once - and no one will see that these are living quarters.
A house hidden in greenery with grass on the roof is not an option for our climate. The grass on the roof needs to be watered, and there will be no greenery in winter. It will be immediately clear from the ground that this is a house.
A lawn, a garden and even a forest on a flat roof, if you're lucky, can help you and disguise the house or garage from a height. And then, with a successful shooting angle.
But among these dubious options, there is one, in my opinion, that allows you to catch two birds with one stone - this is a house in a greenhouse:
In a house located inside such a structure, you can get decent savings on heating (especially with a winter like 2019-20). Inside, arrange a greenhouse with evergreen trees and fruit bushes, which will further mask the house. Plus - savings on the roof - it's flat. And on it - also some kind of landings. Your roof lawn or greenhouse needs to be proven that it was a camouflage and not a landscaping or large greenhouse. After all, I can build anything inside the greenhouse. It's only in court. But there is a criterion when the greenhouse also needs to be registered: this is a greenhouse area of more than 50 m2, a capital foundation (impossibility to move). Although, if you register a greenhouse with Rosreestr exactly as a greenhouse, then the tax on it will be less than for a house.
Under 217 FZ, buildings up to 50 m2 no need to register. Those. garages, baths, greenhouses smaller than this area are not subject to taxation. If I'm wrong about something - correct it in the comments ...
But in general, I believe that playing "cat and mouse" with the state is a risky business. In the west, they give real terms for tax evasion. As they say: pay your taxes and sleep well. Is it worth it to bear the costs, to mask something because of several thousand rubles? in year?
In our country, such unregistered buildings can be fined for at least three years (statute of limitations). It can be tens of thousands of rubles, plus a fine. Or they can do a show trial - through the court they will be obliged to demolish such an unregistered one, and also with an attempt to disguise the building.
