If you still want install shower-ladder, then you need to think in advance and make sure that the structure does not create a heavy load, and there is access to the maintenance of communications. Only in this case, you can try to agree on this alteration with the housing inspection.
As an option - order barrier-free pallet shower and attach the legs. Make the height of the legs such that there is access to the pipes. To hide the space between the floor and the pallet, use an easily removable collar. The partition can be made of foam blocks and tiled.
