As our competent neighbor later suggested to us, we could do it our own way and install the fence exactly as planned. If you wish, you can find loopholes in any law. There are several options:

1. Put a low fence exactly along the border of the site, and, stepping back from this fence by a meter, install a high fence. In this case, a tall fence is considered a structure;

2. Change the project of the site through agreement with the administration of the cooperative.
