Arctic hectare program: a home in the Arctic can be obtained next summer
The Arctic hectare program will be launched in June next year and will allow Russians to become owners of a plot in the north. This initiative was created to reduce the outflow of population from the Arctic regions.
This was announced by Alexander Krutikov, deputy head of the Ministry for the Development of the Russian Far East. Officials of the department have prepared the appropriate amendments to be introduced into the legislation. The goal of the project is to obtain a hectare in the Arctic zone for Russian citizens for individual housing construction, farming or business. The conditions are almost identical to the Far Eastern Hectare program, which has been in operation since 2016. The authorities believe that the possibility of obtaining land in the Arctic will stop the outflow of the population and contribute to the development of the region.
Alexander Krutikov, Deputy Head of the Ministry for the Development of the Russian Far East:
“The Arctic is not only tundra, icebergs, ice and polar bears. 2.5 million people live in the Arctic zone of Russia. There are large cities here, such as Murmansk, Arkhangelsk and hundreds more settlements of 5-10 thousand people. And these people also have a need to have some kind of household plots, summer cottages, houses, to do business. "
Who will be the first to receive an arctic hectare
It is stated that all Russian citizens dreaming of moving to the north will be able to get a land plot of up to 1 hectare. However, in the first six months of the program, only local residents will be able to apply. Alexander Krutikov clarified that this measure is fair - after all, there are people who have lived in the Arctic for a long time and, one might say, have earned priority. The term of free use of a hectare is 5 years. After this time, it will be possible to register the land in ownership or conclude a lease agreement.
Politicians predict what will happen, as in the case of the "Far Eastern hectare" - when 10% of recipients are not residents of the region. That is, they have a house or business in the Far East, but they do not live here.
Where plots will be available
But already in the process of developing the "Arctic hectare", the goals can be adjusted. The deputy minister explained that if a person first decides to give preference to beekeeping, but later changes his mind, then in your personal account on this service you can change the type of activity - for example, to the base recreation.
Criticism
Former senator from the Arkhangelsk region, Konstantin Dobrynin, believes that the program with a "polar hectare" will not solve any of the many problems in the north. He stressed that although the idea is good in itself, it is not effective. The North, in his opinion, is in hibernation, people do not see prospects, despair reigns. So far, he does not see real measures that would connect the Russian Arctic with the rest of the world.
Some local farmers say that this hectare is more for those citizens who have already accumulated some capital and want to live in the bosom of nature, in seclusion. Farming requires equipment, funds, and the “Beginner Farmer” grant is given only once. Galina Doroshenko, head of the Zherdskoye municipal district (Arkhangelsk region) noted that there is an urgent need for basic communications: water supply, electricity, etc.
