The state plans to carry gas to the consumer's site at its own expense

It is planned to carry gas to the site of each consumer at the expense of the state. This was announced by Pavel Sorokin, Deputy Minister of the Ministry of Energy. A new procedure is being developed (which has not yet been approved) - the operator responsible for gasification of all Russian regions must supply the pipe directly to the land plots of consumers.

With regard to tariffs

A new approach is being discussed with the FAS (Federal Antimonopoly Service) at the state level. Officials want to limit the growth of tariffs within inflation or increase it by a few percent.

As Pavel Sorokin clarifies, there are three categories of gas connections - preferential, standard, and individual. It is within the preferential category, according to the deputy minister, that the majority of citizens (85–86%) connect, which costs a person approximately 45 thousand rubles. The standard is 12-13% of all connections. The category has a much higher cost - an average of 280 thousand rubles across the country. Individual, respectively, is even higher. The authorities want to bring gas to the threshold for those citizens who fall into the first two categories without attracting their funds. And the consumer will already be able to decide whether to connect to him or not.

Dmitry Ionin, a State Duma deputy, recalled that quite recently the president ordered to work out the process of free connection of citizens to gas (to find sources of funding and work out mechanisms). Officials believe that since a single gas operator will supply gas to the consumer's site, the connection itself will be carried out for the Russians at the expense of the state.

Mediator between supplier and consumer

Since spring, there have been talks about creating unified regional gas operators - they will be entrusted with the entire gasification process. Pavel Sorokin presented a government bill to increase the throughput of the pipeline. And the politician stressed that the initiative to approve a single gasification operator for the Russian regions is currently being coordinated.

It is specified that each region will be required to submit a document with data on the fuel and energy balance for all types of fuel - based on the municipality's energy passport. It must have specified what kind of fuel each house "uses". The consumer will be able to see when the gasification of his village will begin. The Ministry of Energy, as noted by the Deputy Minister, has identified pilot regions in which this procedure will be tested in the first place.

Who will pay for it?

Natalia Milchakova, deputy head of one of the information and analytical centers, drew attention to the advantages and disadvantages of the supplier-to-end intermediary initiative the consumer. She believes that it is still impossible to say for sure whether this will lead to an increase in gas prices - since the state will have to allocate resources for maintenance of one more staff of officials and specialists, and Gazprom to compensate the costs of gasification of new (not yet gasified) regions. Most likely, the costs for consumers will decrease, since the responsibility for supplying gas directly to the site will be on one organization. In other words, the expert believes that gasification of the house will be simplified, but the cost of gas may increase.

In early June, Vladimir Putin, the President of the Russian Federation, instructed the gas industry to carry out the gasification of the country in several stages and complete the process by 2030.
