Medvedev will support individual housing construction and gasification: the authorities are preparing mortgage products for these areas
The authorities plan to develop mortgage products for private construction and mechanisms for free gasification. The program should include several types of incentives for private developers. The project development will be overseen by the Deputy Chairman of the Russian Security Council, Dmitry Medvedev.
Support for private low-rise construction
At one of the last meetings, Dmitry Medvedev presented two projects related to individual housing construction. The first project is dedicated to low-rise private construction. The need for the draft policy referred to recent research.
According to VTsIOM, a third of Russians (33%) want to build a house on their site and move out of town. And 49% of them are not pensioners, but young people 18-24 years old. And in connection with the pandemic, an increased demand for individual housing has been noticed. Sociologists noted that during the spread of the new type of coronavirus, 40% of Russian citizens would prefer to move to a private home.
IZHS is poorly protected by law
Dmitry Medvedev in his message drew attention to the serious vulnerability of individual developers. According to him, they are little protected by law. Buyers of individual houses are not yet able to work with escrow accounts - unlike buyers of apartments in multi-storey buildings, which are supported as participants in shared construction. The authorities are considering ways to solve this problem and are planning to launch a number of mortgage products specifically for those who are building or buying a private home. And the politician also noted that the plans include the creation of a bank of standard projects for individual housing construction.
Gasification at the expense of "Gazprom"
The second project concerns a hot topic, gasification of regions - sites for construction and low-rise housing in particular. The ex-prime minister of the Russian Federation believes that it is within the power of his colleagues to develop mechanisms that will make connection to gas distribution networks free for citizens of the state. He recalled that this was the instruction of the President related to the strategy of gasification of the country to 100% (from 70%) by 2030.
Andrei Turchak, Deputy Chairman of the Federation Council of the Russian Federation, noted that today the homeowner is forced to look for hundreds of thousands of rubles for gas supply - an average of 400 thousand. There are cases when the amount exceeds tens of millions. So in the Tyumen region, a villager learned that the installation and connection of gas to his site will cost him 28 million rubles.
The politician said that homeowners should buy themselves only a stove and a gas boiler, and bringing the gas pipe to their building should be free. And the costs associated with these works should be covered by Gazprom.
Gas in cylinders at discounted prices
As for the sparsely populated villages located in Siberia and the Far East, as well as hard-to-reach territories, it is unprofitable to lay the main gas pipeline. The politicians propose to introduce preferential terms for local residents to buy LPG in cylinders, which will help them save on heating their homes.
To resolve this and other issues related to individual housing construction and gasification of regions, the authorities will create a working group - which will include Gazprom Mezhregiongaz.
