The authorities plan to make building a house more affordable
The issue of reducing the cost of building individual housing and even the cost of operating such real estate is being considered. This was stated by Leonid Shafirov, a member of the Public Chamber (OP) commission on territorial development and local self-government. The politician said that the authorities plan to make the construction of comfortable private houses more affordable. And for this, as he clarified, it is necessary to reduce the cost of the construction process itself and the costs of the subsequent operation of housing.
IZHS support program
Many good things were promised. The commission of the OP on territorial development and local self-government believes that the development of individual housing construction will continue to be part of state policy. As part of the activities that will be included in such programs, it is planned to connect the built houses to the water supply system, supply gas and equip warm toilets and bathrooms. Improving the quality and durability of individual housing, as well as environmental friendliness should be the goals of government policy. Normative legal documents, which are still in development, will determine the procedure, as well as criteria for determining the quality level of individual housing construction and measures to improve it.
The text of the draft laws has not yet been presented to the public in full. According to Yuri Gordeev, Deputy Minister of Construction and Housing and Utilities of the Russian Federation, the Ministry of Construction has already introduced a program to support individual housing construction into the government. It is known that a considerable part of it is devoted to measures to standardize the IZhS market, to involve new plots of land, attracting specialized contractors for construction, as well as - mortgage loans.
Loan for building a house
According to Dmitry Medvedev, Deputy Chairman of the Security Council of the Russian Federation, mortgages are the main opportunity to improve living conditions in the country. But the politician also noted the fact that this tool is available only for half of Russian families. To solve this problem, the authorities propose to develop preferential mortgage programs and mechanisms of state support, as well as improve the legal framework.
Indeed, citizens with middle and low incomes in some cases will not be able to pay a loan for a house (purchase of land, building materials, payment for work, etc.) under the existing conditions. According to the calculations of the OP experts, a person will have to pay more than 29 thousand rubles a month for 15 years - with a mortgage loan in the amount of 3 million rubles and 8.5% per annum. And many of them will not approve of a mortgage. Therefore, officials to support individual housing construction want to launch measures to subsidize the cost of paying for such a loan - to reduce the amount of the monthly payment.
State as a surety
The members of the Public Chamber are confident that citizens who receive a targeted loan (for the construction of an individual house) can be supported by the state system of guarantee funds. That is, the state will become a surety for a private developer. This, according to officials, will make credit resources for individual housing construction more accessible and reduce the risk for the bank. Guarantee funds can also help citizens choose the best loan offer.
The OP clarifies that it will be necessary to launch a federal information portal like a marketplace. Here people who want to build a house will be able to find suppliers, contractors, craftsmen - all the necessary contacts.
House is cheaper than an apartment in a new building
Back in February 2019, Vladimir Putin instructed to develop an effective support program individual housing construction, so that by 2024 the volume of commissioning of such housing exceeds 40 million square meters. He noted that it is important to provide the family with a real opportunity to build a house on their land.
For example, Vladimir Solodov, the acting governor of the Kamchatka Territory, said that he was betting heavily on the development of individual housing construction. He plans to increase the scale of such construction and reduce the cost of home kits for citizens. The politician stressed that the construction of a private house is easier and faster than the construction of an apartment building. And he hopes that with mass construction, the price of individual housing will be lower than an apartment in a new building.
