United Russia did not pass the law on free gas supply to private houses

On September 16, 2020, at a Duma meeting, deputies of the United Russia faction blocked a bill on free gas supply to private houses and summer cottages.

The draft law was submitted to the State Duma for consideration by the Liberal Democrats. The developers of the document on free supply of gas to private housing planned to amend the Federal Law "On Gas Supply" and the Code of Administrative Offenses. The authors of the document clarified that resource supplying organizations must, at their own expense, connect private residential buildings with one family living and no more than three storeys to the gas.

One of the authors of the law, a member of the Liberal Democratic Party of Russia Sergei Natarov, at the parliamentary hearing said that the draft was introduced 4 years ago, during this time the problem of gas supply in the country has not been resolved and the document has not lost its relevance. The head of the Energy Committee Pavel Zavalny, in a response statement, emphasized that the president's order implies something else. According to him, the new project proposes a payment scheme where gas distribution organizations will pay for gasification of the private sector out of their own pockets, but they have no money for this. They have money only for the operation of the networks, and then this amount is approved by the regulator.

According to Zavalny, the Ministry of Energy of the Russian Federation is already solving the problem of increasing the gasification rate in the country, and the task of legislators is to create a regulatory framework. to reduce obstacles, so that a person wishing to gasify housing, unhindered and in the "one window" mode, gain access to the pipe at the border of his plot.

“There is no need to simplify everything,” Zavalny urged the members of the Liberal Democratic Party of Russia, “the work is underway, and Vladimir Putin’s order will definitely be fulfilled.”

Deputies from United Russia said that amendments to the bill "On Gas Supply" will lead to an increase in gas prices, since someone must compensate gas distribution organizations for losses for supplying gas to the sites consumers. As a result of the hearings, United Russia rejected the draft law of the LDPR deputies in the first reading.
