The IZhS Association is looking for a solution in practice

The Individual Housing Construction Association was founded 2 years ago, on the basis of another organization related to wooden housing construction in the Urals. The purpose of the association is to create a service for citizens who want to have their own home on land, working on the principle of "one window" That is, the customer will be able to receive a number of key services related to design and construction - free of charge and on one information platform.

“From our point of view, the consumer should receive all services in a one-window format, starting with the selection of a land plot, geological surveys, construction and installation works, ending with commissioning and assignment of a police addresses ".

Pilot project for developers

This fall, the association decided to develop and test industry standards for the construction of individual houses and cottages. For this, it is planned to cooperate with 10-15 enterprises (developers) who want to prepare the conditions for both better construction work and for an affordable purchase of a house. For example, a company that deals with cottage villages has never dealt with mortgages. And now he can try to do it.

Applications are still being accepted. You need to register on the site to get a package of standards, setup sessions. And the pilot project itself will last 1–3 months. In December, the participants will tell what difficulties they faced, what are the pros and cons of certain decisions. This will take place within the framework of a special general meeting. Based on the results obtained, the standards will be finalized. It is not known how many volunteers volunteered to test the association's initiatives.

New requirements for houses

In connection with the pandemic, according to the experts of the IZHS association, the suburban housing market has undergone certain changes. During the period of self-isolation, it was hard for citizens to be mentally and physically locked in an apartment. The house with a fenced plot allowed many Russians to survive the difficult time as comfortably as possible. And often they were families with children. According to real estate agents, people were willing to pay 30-50 thousand rubles a month for a comfortable country house.

Those who decided to stay outside the city started looking for housing, a cottage or a house (according to VTsIOM, 66% of Russians dream of their own home). However, there are few good offers.

Today, the usual requirements are not enough, such as installed communications and ready access roads. Taking into account living with children, people are looking for villages with medical offices, kindergartens, schools, fitness centers, bike paths. Among the “immigrants” from megalopolises there are many who work remotely, but are not used to rural life and expect more familiar conditions. According to realtors, the most popular houses are up to 150 square meters, which cost up to 6 million rubles, are guarded and have a convenient transport interchange.

You need a ready-made or pre-fabricated house

Many people are not ready for long-term construction. They need housing right now, equipped, ready for comfortable living. Therefore, citizens are looking for exchange options for an apartment in the city. Mortgage offers (for houses) are not yet very profitable. Young couples prefer inexpensive prefabricated homes that can be raised in a few months. They face great difficulties. And the testing of new standards for the construction of individual housing construction, according to the association, will help to find effective and relevant solutions for them.

Program from the Ministry of Construction

The specialists of the Ministry of Construction also began to develop standards for the development of the IZhS sphere in Russia. A variety of proposals are being considered. Nikita Stasishin, Deputy Minister of Construction and Housing and Communal Services, noted the industrial method. We are talking about typical projects of prefabricated houses that will be built in large quantities. The politician assured that this standard has already been developed and will soon be implemented. According to him, the construction period for houses will be reduced to 6 months. But will such real estate be affordable for the population?

The authorities are considering options for project financing for developers, subsidized mortgages and other measures to support the industry. There is also a preferential mortgage being developed - specifically for the purchase or construction of an individual house. The interest rate will be 6.5-7.5%. Today it is 9-12%, which is not much different from consumer credit.

Difficulties arise with the appraisal and insurance of this type of housing, since, according to experts, the objects are often characterized by low liquidity. There is an urgent need to create special protection mechanisms. For example, like those who work when selling an apartment in a new multi-storey building (escrow account, etc.). And the authorities are planning to tackle this issue.

In April last year, the topic of mortgages for private houses was already raised by the Ministry of Construction. Officials have promised to cut the rate to 7.9% by 2024.
