SNT members will write the date of the general meeting in the charter: the bill will make life easier for gardeners

Earlier, the lower house of parliament received recommendations from the State Duma Committee on Natural Resources, Property and Land Relations to adopt a new bill in the second (and main) reading. The document allows members of SNT or ONT to choose a specific day of the year for holding a general meeting. This will be a specific day as well as a time and place. The data will be included in the charter of the associations.

The deputies considered and adopted the bill in the second reading, which took place on October 20, and yesterday, on the 22nd, adopted the document in the final, third reading.

Why is it needed

One of the initiators of the proposal was Irina Yarovaya, vice speaker of the State Duma. The politician is convinced that the new bill will simplify the life of gardeners and have a positive impact on the budgets of associations.

The authors of the bill note that many summer residents are people of retirement age who do not know how to use a PC, they do not have an E-mail, they are not in chats in popular instant messengers. Therefore, the management of SNT and ONT sends them a notification by mail. Sending one letter costs about 80 rubles. And if the partnership is large, then the amount is significant - sometimes it is more than 100 thousand rubles. If significant expenses are avoided, then the saved funds can be directed to measures for the improvement of the partnership.

According to the vice speaker, a specific day for the general meeting is convenient. People will know the date in advance and will be able to free this time to meet with other members of their garden or horticultural partnership. Sometimes the notification is lost, it comes late, or the person has important things planned for that day. And the summer resident does not attend the general meeting when key issues are discussed. If the turnout is low, then certain decisions cannot be made. This inhibits action that can be taken to improve conditions in the partnership.

Date or specific day?

As noted by Alexander Yakubovsky, a member of the Committee, it is better to choose a month and a day. For example, the second Sunday in April. The fact is that from year to year, calendar dates may not coincide with weekends. And most gardeners prefer to attend the general meeting on a day off. Therefore, this amendment was also included in the bill. The adopted changes will take effect 10 days after the official publication.
