Some Russian regions can be transferred to a single tariff
The government will consider the transition of some regions to uniform tariffs for electricity transmission, which were previously proposed by Rosseti.
At the first stage, it is planned to unite ten regions into single zones, and for some regions the tariff will be significantly reduced, and for others it will be slightly increased.
At the same time, these changes will affect about 25% of all supplied energy in regional networks. This enlargement of the regions will increase the so-called cross-subsidization and accelerate the consolidation of the power grid complex.
What regions are planning to unite and what will change in them
According to experts, several regions need active support at once, namely:
Kurgan and Leningrad regions, Kalmykia, Tuva and Altai. So, the lagging regions can be combined with much more successful neighbors, and at the same time the following changes in the pricing of the tariff are possible:
- Altai can be connected with the Altai Territory. At the same time, in the Altai Republic, the tariff can be reduced by 45%, and in the region, on the contrary, it can be increased immediately by 4%.
- In Tuva, the tariff can be reduced by 85% in general, and in the Irkutsk region it can be increased by the same 4%.
- Kalmykia will probably pay 6.4% less in the tariff at once, but in the Rostov region there will be an increase of 0.4%.
- Kurgan Oblast is planned to be merged with Tyumen Oblast, Khanty-Mansi Autonomous Okrug, and Yamalo-Nenets Autonomous Okrug. And it is assumed that as a result of such an action, the tariff in the Kurgan region will be immediately cheaper by 34%, but in the rest of the united regions it will be increased by 1%.
- The Leningrad Region will be connected by a single tariff with the city of St. Petersburg, which will reduce the tariff in the region by 6%, but in the city it will grow by 2%.
Attention. All changes in the tariff scale refer to tariffs established in the regions for the current 2020.
It is also especially emphasized that only in the Leningrad region the tariff reduction on the high side can reach 20%, which will significantly reduce the likelihood of large consumers leaving for their own generation.
When can unification happen
The transition to unified energy zones has already been pre-approved and supported at the highest level, but it (the project) is not supported by everyone. So back in 2014, this project was criticized by the expert council under the government.
Therefore, when and in what form unification into enlarged energy zones will take place is unknown. But if such a merger takes place, it will allow Rosseti to increase cross-subsidization. And a single tariff in energy zones can allow to oust private grid companies from the markets.
