Most motorists are already aware of the news that from August 22, 2022, when applying for an OSAGO (public insurance) policy, a diagnostic card (technical inspection) is not required. Except for buses carrying people and trucks.
Most of our citizens read only the headlines of the articles and took it as positive news. Either this cancellation is not clear to everyone as related to the technical condition of the car and insurance of the risks of getting into an accident with a serviceable car. Or some relaxation of restrictions before the elections to the State Duma. The people are already tired of any restrictions lately. Personally, I thought that this is a subtle move from the second point. But everything turned out to be much more complicated.
The fact is that from 01.03.2022 amendments will enter the Administrative Code (Code of Administrative Offenses). And there it is planned to increase the amount of the fine for driving a vehicle without a diagnostic card to 2,000 rubles. Moreover, this violation will be recorded automatically, through cameras, photo and video recording of violations with connected databases.
And the inspection was canceled just before 03/01/2022. Even if you purchased a CTP policy earlier than this date without a diagnostic card, before 03/01/2022. you will have to go through a checkup. Otherwise, you can receive a fine with a regularity of 2000 rubles per day (but not more often).
Amendments are also made with increased responsibility for road accidents: if an innocent person did not have a technical inspection and will the reason for what happened due to the fault of the technical condition of his vehicle is proven, then all damage is transferred on him.
Inspection is not required for vehicles up to 4 years old inclusive. From 4 to 10 years old - inspection takes place every two years. Cars over 10 years old are inspected every year. Taxi cars up to 5 years old - once a year. Over 5 years old - every six months.
The advice is this: do not wait until 03/01/2022 if you need to undergo an inspection according to the regulations. There may be queues or from this date something else will be changed, which will complicate the procedure for passing the technical inspection. According to reviews, the inspection procedure has actually remained the same, but its operators are delaying in time. They are obliged to conduct an inspection within 30 minutes, and not 10-15 as before.
