Residents fear that they will end up on the street because of plans to build apartment buildings in an ecologically clean area.
I live in Barnaul in the upland part of the city. This is a private sector 10 minutes from the city center. The area is located on a hill, near the river, 800 meters from my house begins a tape forest.
And now from the news I learn that permission has been given to develop a project for the development of our private sector with multi-storey buildings. The developer said that the project will be developed within half a year, the building plots will be bought out for another six months, and then it is planned to develop this territory within 7 years.
It all started with the fact that the old school was declared emergency. The school was empty for several years, gradually collapsing. They thought it would be restored, but no, they began to disassemble it. And when they were dismantled at this place, a high-rise building began to grow (photo above) and is almost finished.
On the one hand, this is a good thing, apartments in these new buildings will be appreciated. A beautiful view: on the one hand the river and the city, on the other a green carpet of a coniferous forest. The beauty.
And what will happen to those who now live in their homes at the site of the planned development?
In the news I read that a representative of the developer was talking about market prices when buying out plots. It sounds promising, but on the website of a legal agency, in an article on buying out land plots for construction, I read that, according to the law, the market value is equal to the cadastral value.
Given how prices for housing have increased this year, it may turn out that for a house where 5 people live (a family with three children) at such a "market price" it will not be possible to buy even a one-room apartment.
In addition, in our area there are quite a few houses for two owners with a plot of land of 1.5 acres and extensions have been made to these houses to increase the living area. How will they be assessed?
There are also good-quality brick houses, which the owners finished building a few years ago, put a lot of effort and money into them, gas is supplied to them. And now that you need to throw it?
Of course, there are many questions.
And what will happen to those who refuse to sell their plots? Will a KAMAZ with gravel "accidentally" enter their houses, or "suddenly" there will be a fire?
In general, the situation is ambiguous. Of course, the city needs to be improved, but why not first of all pay attention to emergency housing, which is enough in the city, and build new houses in its place? Oh yes, this is not a prestigious area and far from the center.
To tell the truth, the border of the plot defined for building passes just past my house and the house itself does not fall under the building. It would seem that there is nothing to worry about, but as you know, "appetite comes with eating." So who knows what will happen in a few years.
The situation can, of course, turn in the opposite direction.
We recently had a case when a man who refused to sell his land was seized of a part of the plot, and then the developer went bankrupt and the man bought his plot back. This site turned out to be close to the entrance of the new building and the owner forbade cars to park on his land, and decided to take a monthly fee from residents for the right to pass through it. And you can understand him too.
