Energosbyt does not want to change the meters for people at its own expense, so it finds different ways of deception
According to ФЗ N 522-ФЗ dated December 27, 2018 replacement, purchase, installation and start-up of the meter is the responsibility of the power supply and the grid company. If everything had been fine, this article would never have appeared, but they have found loopholes for themselves and are forcing customers to pay for the meters. Read to the end and find out how not to be deceived!
In general, there are many loopholes, but I will tell you about the most popular
1. The timing
It is very inconvenient for us to wait, so power supply companies take advantage of this. Firstly, no one wants to wait six months, so people turn to private traders for help. And if we talk about replacing an expired meter or malfunctioning, then here you will be annoyed not only by the wait, but also by the fact that you will have to pay at the average electricity tariff. You will overpay for electricity for six months, and this difference almost always covers the company's expenses for the meter. So they want you to either pay for the meter they bought, or order the device yourself. You need to apply for a change in metering device six months in advance, so that when the expiration date of the meter comes out, the networker already has a ready-made device for you.
2. Balance sheet boundary
This is a tricky thing that the power supply company can also play to its advantage. GBP is the boundary between private and public property. Energy sales do not like to change the meters in the house, since they are located far from the GBP. But in this case, they are obliged to put the meter where it is convenient for them - often on supports.
If the meter is in your apartment, then with a 90% probability you will need to change it at your own expense.
3. Additional services
This is the most popular trick, and even a kind of deception of users, regarding the sealing of meters. If you had a breakdown, installation or replacement of the meter, it should be sealed completely free of charge. Taking money for this is simply illegal. If someone asks for payment, show them Resolution 442 of May 4, 2012, or pay and file a complaint with the FAS.
What's the bottom line?
Be very careful when dealing with communal structures, and carefully study the rights. Government decrees and Federal laws, or rather, their knowledge, will help you save a lot of money, and not be left out in the cold because of the selfish machinations of power sales or networkers.
