Important for every summer resident: New requirements for outdoor toilets have been introduced
Recently, new amendments to SP 53.13330.2019 “Planning and development of the territory for which citizens conduct gardening. Buildings and constructions". The wording in the Code of Rules turned out to be very specific, and some points generally contradict each other.
The main topic on the Internet has become the need for summer residents to move the already built toilets away from the neighbor's fenceby 2 meters.
The amendments entered into force in April 2020. I did not consider it necessary to discuss this topic, but nevertheless I made up my mind. Because in various sources I came across articles where the authors wrote that new rules require the demolition of toilets, transfer of septic tanks and organization of new compost sites.
Is it really? Let's discuss.
Let me remind you that in the previous edition of the Code of Rules, street toilets were considered a type of outbuildings. It was allowed to erect such structures at a distance of at least 1 meter from the neighbors' fence. In the new amendments to the joint venture there are some changes on this topic.
In the Code of Rules in p. 6.3 and p. 8.7 indicates some requirements for the location of outdoor bathrooms and other places for collecting a variety of waste.
Clause 6.3 indicates that a toilet, compost pad or septic tank must be located at a distance more than 2 meters from the neighbors fence.

But in paragraph 8.7 it is indicated that for one- or two-chamber septic tanks it is enough and 1 meter from the neighbors fence.

Everything is clear with outdoor toilets - the distance of 2 meters from the fence is clearly specified. But in relation to septic tanks, these points contradict each other. So, when planning the location of the toilet on the site, you can legally use any of the proposed options.
Of course, I would advise you to play it safe and measure more than two meters from the neighbor's fence.
Next, "the cherry on the cake", which for some reason few people talk about. These requirements apply only to those sites that only plan to settle the site and equip an outhouse toilet, septic tank and other organized waste collection sites there. Toilets built prior to the entry into force of these amendments are not subject to these requirements. The law is not retroactive.
Therefore, citizens summer residents-gardeners , you can breathe out - you won't have to move old buildings. You can only do this voluntarily, so as not to conflict with your neighbors.
But new street "bathrooms", septic tanks and other places for waste collection should be equipped in a place recommended by the Code of Rules.
