The rules of annual meetings for SNT are changing

It is planned to save gardeners from spending on sending notifications about this event by mail, if the date is indicated in the charter of the partnership, and they were also allowed to conduct absentee voting in an emergency.

According to Irina Yarovaya, Deputy Speaker of the State Duma, there is an initiative to develop a new bill that will help summer residents to reduce costs. We are talking about money for sending mail notices to members of the partnership about holding an annual meeting. Officials want to allow gardeners not to spend money on mail services - if the date of such a meeting has already been determined in the charter of the association. The corresponding bill will be considered during one of the July plenary sessions.

More than 100 thousand rubles for postal services

Today SNT (gardening) and ONT (gardening) hold general meetings at least once a year. At these meetings, the chairman and the board of the association report on the work done, the reports of the audit commission are approved - these are mandatory annual discussions. Other questions are raised, if necessary. And before each meeting (regular and extraordinary), according to the law, all members of the SNT must be notified.

Alas, not all summer residents use e-mail. Therefore, the notification often arrives in a regular mailbox. This is about 80 rubles. And if the partnership is large, then the sums, according to the authors of the initiative, reach 100 thousand rubles a year. Correspondence costs can hurt your budget.

Will there be notifications by mail?

Moreover, sometimes it is a waste of money. The addressee does not always receive the notification on time, does not always have the opportunity to attend. Often, a meeting is considered invalid because there were too few members of the partnership. And then you have to pay for postal services again - already for a new convocation.

The new bill will allow gardening and horticultural non-profit partnerships to prescribe the date and details in the charter holding the annual meeting (time, place, etc.) including the procedure for familiarization with the materials that will be considered at meeting. If this is done, it will not be required to officially and additionally notify the members of the organization.

Absentee voting

Andrey Kutepov, head of the Federation Light Committee on Economic Policy, together with Sergey Mamedov, Deputy Chairman of the Federation Council Committee on the Rules and Organization of Parliamentary Activities, introduced amendments to the bill to second reading. We are talking about the right of SNT to hold a general meeting and vote in absentia - not only until the end of this year, but also in emergency situations and other high alert conditions.

Amendment text:

"For the period of the high alert or emergency situation on the entire territory of the Russian Federation or its part, the decisions of the general meeting members of the partnership can be accepted by absentee voting on issues related to the exclusive competence of the general meetings of members of horticultural and horticultural non-profit partnerships, regardless of the presence in the charter of the partnership of the absentee order voting ".

An absentee meeting is allowed not on all issues, but only on certain ones. For example, for amending the charter, buying a land plot (in municipal or state ownership), accepting projects for planning the territory, etc.

True, the absentee voting has not yet been approved. But the authors of the bill hope that the amendments will be approved in July. Then SNT members will be able to vote online. Rosreestr supports the initiative - to allow associations to organize meetings remotely and not only until December 31 of this year, but also during a similar period (ES).
