Unexpected turn in the program "Dilapidated housing": from dilapidated apartments will be resettled into houses

It will now be possible to move from emergency housing not only to an apartment, but also to a cottage. Sergey Stepashin, Chairman of the Supervisory Board of the Fund for Assistance to Housing and Communal Services Reform, spoke about this.

Where and how the program will work

Sergey Stepashin Chairman of the Supervisory Board of the Fund for Assistance to Housing and Utilities Reform:

"The President instructed to think over the expansion of the program of individual housing construction, including for the resettlement of the emergency fund."

So far, this program will work only in the Belgorod and Pskov regions. The Pskov region was included in the program due to inexpensive land and developed infrastructure.

Let us remind you that now under the Dilapidated Housing program, real estate is not given free of charge - citizens must contribute a certain amount. Beneficiaries (pensioners, low-income people, large families and people with disabilities) are resettled under an agreement on social hiring with a local government - the contract gives the right to use housing with the possibility of its redemption in the future.

In the Belgorod region, the construction of individual houses has already been included in the Dilapidated Housing program, according to which people are resettled from dilapidated houses. It will be possible to move from an apartment in an emergency house to an individual house, receiving a soft loan with a rate of 5 to 10 percent.

Sergey Stepashin:

“After all the problems with the coronavirus, people have again increased their interest in suburban life, the program will be in demand, but everything needs to be thought out carefully. If the Soviet Union were not limited to six idiotic hundred square meters, people would have long lived in good houses. "

Perspectives

Subsequently, other Russian regions will join the Belogorodskaya and Pskov regions. In the meantime, until 2024, the already approved rules for resettlement from dilapidated and dilapidated housing will be in force. According to the state program to support individual housing construction in Russia, a private house should become more affordable than a mortgage apartment in a high-rise building.
