Plots for construction will be allocated in national parks
There are settlements here in which hundreds of thousands of citizens live - but they are limited in rights due to the status of the lands.

It is proposed to develop a special legal mechanism to allocate land plots to citizens for individual housing construction, gardening or social facilities - in settlements that are located in national parks and reserves. The relevant documents will be considered at the next plenary meeting - bill # 819765-7, bill # 909679-7 and bill # 986748-7. These are changes to the Land Code and the Federal Law "On Specially Protected Natural Areas". In general, the innovations mean that it will be possible to seize such plots, change their intended purpose, and exclude them from federal ownership - if the amendments are adopted.
What motivates
The fact is that more than two million people live within the boundaries of specially protected natural areas (Specially Protected Natural Territories), which occupy 13% of the entire area of Russia. The composition of only 27 national parks includes about settlements, where hundreds of thousands of citizens live. Due to the federal status of such lands, local residents are limited in their rights. For example, they cannot get a plot for individual housing construction or gardening. It is prohibited to build hospitals, schools and other social facilities here. Resettlement due to dilapidated housing is also impossible.
New bills will help solve this problem. Their authors believe that it is possible to give permission for the provision of land plots in such territories for balance of municipalities or regions (and this will require entering information about the boundaries of settlements in USRN). It is promised to reduce the social tension that has become habitual in these places, as well as to correct mistakes in defining the boundaries of reserves and national parks.
National parks or people
Human rights defenders and environmentalists demand to finalize the draft laws, fearing that the country's nature protection zones will be in danger. For example, Valery Fadeev, head of the Human Rights Council under the President of the Russian Federation (HRC), believes that this will lead to mass development, and instead of forests, huge residential areas will rise. And it is not known how badly this will affect the state of nature, since the regulations on construction and economic activity in the new bills are not sufficiently thought out. However, he clarified that it is important to take care of the people who live there and are in dire need of infrastructure, jobs, and certainty. The politician expressed hope that the necessary balance will be found during the subsequent hearings.
And Greenpeace proposes to sign a petition against the withdrawal of land from reserves and national parks. Mikhail Kreindlin, head of the Greenpeace Russia program for specially protected areas, is sure that a highway will be built through Losiny Ostrov, The construction of a large shopping center will resume on the borders of the park - in a word, they will simply start making money by destroying natural complexes.

Aleksey Mayorov, head of the agrarian committee of the Federation Council, said that the provision of the site would not be privatized to the PAs. If the allocation of land is allowed here, then so that the total area of the park does not suffer, the territory will be expanded.

The project was supported in the regions. For example, in the Vologda region. Eduard Zainak noted that the restrictions associated with protected areas hinder the development of the district, and there is no special need for nature protection here:
