Let's briefly tell: what animals will need to be marked; how much does the procedure cost; what is the responsibility for avoiding marking pets.

The bill on compulsory labeling of pets may be considered by the State Duma this fall. If the law is passed, pet owners will be obliged to pay for the procedure for installing a chip, tag, ring or collar from their own budget. It was previously planned that the labeling will be free.

What animals fall under the bill?

Provides for marking almost all animals that belong to humans, namely: dogs; cats; cows; goats; pigs; Domestic bird; horses; rabbits; reindeer. The list does not end there, and amendments to the law provide for the registration of: donkeys; mules; mules; camels; fur-bearing animal; aquatic animals. Will not bypass the law of the bee family and fish - all livestock will have to be put on a veterinary account.

The exception applies only to service animals belonging to: the Ministry of Defense; Ministry of Internal Affairs and Rosgvardia; Federal Penitentiary Service; other organizations related to the field of state protection and security. These categories are registered separately and are under departmental veterinary supervision.

Why is mandatory labeling of pets introduced?

The objectives of this event:

prompt response to outbreaks of animal diseases and prevention of the spread of diseases;
locating lost animals and returning them to the owner;
bringing to justice the owners who got rid of their pets.

Perhaps this method will allow to strengthen control over the walking of livestock and reduce the number of accidents with its participation. And also total accounting will reduce the number of thefts of cattle and other animals.

How will the marking take place?

The marking will take place as follows:

by December 31, 2025, it is necessary to register and label all animals born before the date of entry into force of the law - 01/01/2021;
animals born after the onset of 2021 will be registered only from 01/01/2022.

The procedure for applying tags or other identification marks will be carried out by the State Veterinary Services or specialists who have been trained and passed the certification.

What tags will be applied to animals and how much will it cost?

Labels can be:

collars (cost 150-250 rubles);
rings (cost 5-10 rubles. and installation 20-50 rubles);
electronic microcircuits, chips and boluses (cost 90-200 rubles. and the introduction of 100-150 rubles);
tags (price 14-20 rubles. and installation 50-70 rubles);
tattoo (price 200-500 rubles).

The owner of the animal has the right to choose the marking method independently. You will have to pay for the installation of one or another identification device out of pocket. Information about animals will be entered into a special database: no fee will be charged for information services.

What happens if you refuse to label your pet?

Fines are imposed for failure to comply with the Federal Law. Evasion of the mandatory procedure will cost citizens from 500 to 1000 rubles. But it is planned to bring the "draft deviators" to administrative responsibility not immediately, but in stages, with a transitional period. According to officials, this will reduce the dissatisfaction of citizens and stimulate them to voluntarily label animals.
