Russians want to offer a "gas" mortgage

Officials discussed with banks the possibility of providing a special loan to pay for gasification of households, households and apartment buildings.

A phased gasification of the state has begun, which is planned to be completed by 2030. By the beginning of this year, the level of gasification reached 70.1% in cities and 60% in rural areas. This is the average. In some areas there is not a single house connected to gas. For example, in Murmansk. In April, the Energy Strategy of the Russian Federation was approved, according to which the indicator should be raised to 83%.

More recently, it was talked about the instruction of Vladimir Putin - officials to find ways to solve this problem without attracting consumer funds and to submit projects (ideas) by October 1. That is, the supply of gas to the site will be free. According to Igor Yushkov, an expert at the Financial University under the Government of the Russian Federation, the president may have meant that Gazprom would not be able to raise tariffs. In the meantime, connecting a house to gas costs the Russians hundreds of thousands of rubles. It is not yet clear who will pay for gasification, Gazprom or the state (federal budget).

Preferential gas loan

Probably, a new type of mortgage will appear in Russia - "gas". Sergey Sitnikov, head of the Kostroma region, proposed this innovation to simplify the gasification of housing in the regions. The official discussed with the banks this idea - financing of holding and connecting to gas of households, as well as apartment buildings on the basis of a mortgage. At the moment, banks are issuing loans to pay for gasification. But, as Sitnikov explained, at a large percentage. Loans are very expensive for the consumer. He believes that the gas mortgage with a low interest rate will help Russians to save money.

“Households, apartment buildings could receive such a mortgage at a low interest rate, covering it in essence with the savings on heat supply that were formed during the pre-gas period”.

He also noted that gasification in private houses helps to cover costs in 5-6 years. Andrey Turchak, vice speaker of the Federation Council, found Sitnikov's initiative interesting and even suggested that the issue be considered within the framework of a working group.

However, there is an opinion that as soon as targeted loans appear (for gasification) with a rate lower than the market rate, a rush will begin. And gas companies will raise the cost of connection services. Pensioners, most likely, will not be able to get a gas mortgage because of their age.

What other ideas are there

The idea of ​​approving a single gas operator for the regions was announced. That is, it will be one intermediary between the gas company and the consumer (the “one window” principle), and a person will not have to bypass several authorities. It is planned to supply gas to the threshold for free, and the consumer will already decide whether to connect or not. The politicians also want to work out the question of the timing of the gas networks. They proposed to reduce them to three months, and the Ministry of Energy agrees with this.

Earlier, Andrey Kutepov, head of the Federation Council Committee, proposed to consider concession mechanisms for the construction of gas networks in the villages. This, he said, will intensify the gasification process and attract commercial banks.

According to Igor Yushkov, an expert at the Financial University under the Government of the Russian Federation, the population does not perceive gas just as a service, and citizens consider the topic of gasification from the point of view of politics and social justice. After all, Russia is a supplier of gas to other countries, we have considerable reserves. And for a citizen, connection is still very expensive. And the upcoming changes that will help make gasification easier and cheaper are long-awaited.
