The rules for calculating the tariff for water supply will be changed
Natalia Pobedinskaya, Deputy Executive Director of the Russian Association for Water Supply and Sanitation, explained why the system required changes. It was decided to revise the methodology for calculating tariffs in this area. This is an initiative of the FAS (Federal Antimonopoly Service), proposed on August 24. The purpose of the bill is to provide control over individual companies that own sections of the network pipelines, transport water (drinking or waste water) through them and while they can inflate the price of transit services without much then the grounds.
What is it about?
The bill was discussed last week, and the final formula, which will determine the validity of the costs of such enterprises to increase tariffs - will become known at the end of September or early October. And until the 30th of this month, anti-corruption expertise is being conducted. The document has already been amended by the Ministry of Justice and the Ministry of Construction.
How are things now?
According to Pobedinskaya, at the moment the system works as follows. For example, there is a cottage village. One guaranteeing organization is responsible for the provision of drinking water, drainage and wastewater treatment for all houses in the settlement. But it happens that other companies of the water and sewage sector operate in the same centralized network. The enterprises own sections of the pipeline - in particular, they service stand-alone facilities. And the guaranteeing organization pays them for transit - according to the contracts signed earlier.
According to the official, the tariffs of this organization (guaranteeing) at the state level are limited, while the transit companies can abuse their position.

How it will turn out for the consumer
Any changes related to tariffs are perceived negatively. We expect the cost of the service to rise. Deputy Mikhail Sheremet said that people will not suffer - on the contrary, they will even win. After all, the correct interaction will be built between suppliers in one system.
However, "transit" companies take money from the guaranteeing organization, which has no right to increase the cost of services. for industrialists and the population not according to the rules of the Government (on average in the country it is allowed to increase the tariff by 4% maximum). That is, for us, ordinary users, the price will not change. What is the use of this to the population? And they say that it is. Deputy Igor Ananskikh believes that an unjustified overstatement of the tariff by the enterprise that owns a section of the water network will in the long term lead to an increase in payments for water consumers.
Since July 1, water charges have increased by about 2% (for example, in Moscow from 40.48 rubles. up to 42.3 p. per cubic meter of cold water). The plans for this year were a 4.1% increase in cost, but due to the pandemic, the price increase was contained.
