Putin signed the law on meetings of summer residents

Gardeners will be able to mark in the charter of the partnership a specific day for the annual general meeting. On Monday, November 9, the President of the Russian Federation signed the corresponding document.

What is the amendment for?

Earlier, Irina Yarovaya, Deputy Speaker of the State Duma and one of the authors of the bill, told why the amendment is needed. The general meeting usually takes place once a year. During the meeting, key issues related to a non-profit partnership (gardening or horticultural) are resolved. For example, choosing the chairman of the association, conducting communications, removing MSW. For joint decision-making, it is necessary to notify all members of the SNT (or ONT).

The official noted that the majority of summer residents are older people, pensioners. They, as a rule, rarely or do not use smartphones at all, and are not used to computers either. Of course, there is no point in sending a message in one of the messengers, a letter to an email address, if an elderly person has one at all. Therefore, the management of the partnership sent summons by regular mail. And this is not cheap at all. Especially when it comes to large SNT. The service costs more than 80 rubles. And the cost of the mailing reached 100 thousand rubles.

And if, according to the law, it will be possible to enter a specific day of the general meeting in the charter of horticultural and horticultural associations, then spending on mail will be avoided. The funds will be spent on the needs of the association. At the same time, people will be able to adjust their schedule in a year so that they can attend the event. A high turnout will allow us to quickly solve pressing problems.

At the beginning of the month, on November 3, the law on assemblies was approved by the Federation Council, and on the 9th it was signed by the President of the Russian Federation. The text of the bill has been published and will enter into force after 10 working days. The document will allow gardeners to include a specific day of the meeting in the charter. Not a date, but a specific day, since the calendar dates may not coincide with the weekend (traditionally, gardeners' meetings are held on Saturday or Sunday). For example, it could be the third Sunday in March. Members of SNT and ONT will also be able to indicate in the charter the time, place and agenda of the next annual general meeting.

Online meeting

Due to the pandemic, general meetings of summer residents can be held on the Internet - in absentia. Initially, when the idea was announced, a lot of doubts arose. Not everyone has access to electronic services.

Nevertheless, Nikita Chaplin, chairman of the Moscow Region's Union of Summer Residents and First Deputy Chairman of the Moscow Regional Duma, reported that the idea was quite popular. According to him, the information resource "Digital SNT" made it possible to hold more than 50 general online meetings. The politician clarified that call center operators contacted those who do not use electronic services.
