What does the cost have to do with it? Because a FIRM is a firm. Such is the "simple rope". This is an organization with structural divisions, service sections and other, sometimes very dubious "escort". The company has two heads, one good, the other bad, if these concepts are still of course applicable in the modern world. A good head is reputation, reliability, awards, certificates and badges (it happens, however, that with this head "not everything is in order", but this is a separate topic). A bad head is the desire of the company to “eat”, that is, to feed the management, the general director, the secretary, advertising managers, cheerful girls at the reception and sad uncles in the accounting department.
