5 thousand for a solid fence and up to 500 rubles for "illegal" potatoes: new fines for summer residents

About fences
Russian summer residents may face a new fine for the construction of a fence, which limits the flow of sunlight to neighboring areas. That is to say, it violates the norms of insolation.
Previously, there was no such problem: people fenced off their yards from prying eyes along the entire perimeter with high deaf fences. Now the recommended fence height between neighbors is 120-180 centimeters, and the fence should be made of mesh or other light-transmitting material.
This approach became necessary in order to prevent violations of insolation norms and, accordingly, the rights of summer residents. The fence should not block the passage of sunlight by at least 50 percent.
According to legislators, complete shading of the border area of the site is unacceptable. The shade can negatively affect the development of plants planted along the fence, which will lead to a decrease in yield.
If a neighbor complains about a too high or deaf fence that creates a shadow, the owner of the dacha can be fined 5,000 rubles. In addition, the judicial authority has the right to make a demand for the dismantling of the enclosing structure. This measure applies only to fences between sites.
But not everything is so tragic. If the neighbors manage to reach a mutual agreement on the design of the fence, then it will be possible to put a fence of a different design, or not to put it at all.
About seed potatoes
The new ban applies to seed potatoes. Summer residents who use tubers of their own production for sowing are threatened with a fine. For some time now this has been considered an illegal act.
The fact is that it is necessary to use potatoes specially bred and grown at seed-growing enterprises as a seed. According to Russian law, planting tubers of its own production is a gross violation (part 1 of article 10.12 of the Administrative Code of the Russian Federation).
But the responsibility comes only in the case of the sale of the seed! You cannot grow crops from illegal seeds. That is, if a summer resident plants potatoes, grows them, prepares seed and sells it exactly as seeds. For individuals, a fine of 300 to 500 rubles is provided for this.
This is due to the fact that each seed farm that produces seed has a patent for this and strictly adheres to the declared characteristics of its products. Samosad, if you can call it that, does not have a patent and therefore its distribution is prohibited by law. In addition, uncontrolled selection can spoil agricultural varieties and affect their fruiting.
