This week, the Government of the Russian Federation was discussed, followed by the adoption in the first reading such important laws as "On Amendments to the Federal Law" On Electric Power Industry "in terms of development microgeneration ".

This document was presented to the State Secretary - Deputy Minister of Energy Bondarenko In his report, Anastasia Bondarenko emphasized that the draft law was developed under the Plan measures to stimulate the development of generating facilities based on the so-called green (renewable) sources electricity.

Thus, according to the draft law, any citizen who wishes to establish itself, for example, solar panels will be able to issue surplus produced and not consumed energy back to the grid, with the sales organization will be obliged to purchase the electricity. In this case, buying at this stage of consideration of the law will be implemented in the wholesale market price, which now stands at an average of 2 rubles 15 kopecks.

Under the assumption of developers of the bill with the help of such microgeneration will be enhanced reliability of power supply, and will flatten the peak daily load.

In addition, Secretary of State emphasized that in order to ensure the safe operation of engineering systems in the bill prohibits the installation of microgeneration systems in multi-family residential homes.

Also, according to the bill, all costs of purchase and connection of microgeneration systems are paid for by the consumer, and a limit of 15 kW selected because of that the majority of households is connected to a power and feedback for dispensing 15kW not required to produce a reconstruction of existing distribution network networks.

The speaker stressed that the citizen will not pay decided to do such activities no taxes on profits, as by law it will not be business activity. A registration procedure is very simple and accessible. Moreover, the contract will be concluded with a local sales organization.

Deputies quite vividly reacted to the report and asked a lot of questions about the payback period of such systems and what companies are ready to supply equipment for the generation, how will be registration of such activities.

After that, the adoption of the bill in the first reading was put to vote and the MPs have voted unanimously in favor of it.

And at the same time expressed the hope that the law will be the starting point for building this type of entrepreneurial activity as microgeneration with a capacity of 1 MW or more.

After the adoption of the law in the first reading, he was sent to the Department of Energy to make the proposed amendments.
