An increasing proportion of those who no longer wants to be a member of any gardening or cottage associations, and wants to live on his own. The percentage of such people - more than 1/3 of the number of gardeners.
The first step is to transform horticulture in settlements already made - this year passed a law that allows building in gardening associations home for permanent residence. Now we need a mechanism that will allow such associations to assign the status of the village.
The most important thing here: to bring the legislation into line with the requirements of the infrastructure. Localities should pave access roads, solve problems with schools and kindergartens, clinics and open FAPs.
According to Nikolayev, the State Duma is ready for this work - is now starting a discussion of these complex issues.
